Draft VCS Infrastructure Commissioning Brief

Following the VCS workshop I am attaching a draft commissioning brief for the infrastructure commission due to start on 1st April 2016. It is based on feedback from the workshop and we welcome any thoughts, comments or suggested changes on the brief. We cannot increase the amount of funding available so any suggested changes that increase or add activity will need to be associated with a corresponding proposal to reduce or cut another area of the brief. I would be grateful if you could let me have your thoughts and comments by 4thSeptember and I will pull together the final draft by mid-September with a view to formally going out to tender in October.
I am also attaching some commissioning principles that are included within the council’s annual procurement plan, we tried to develop a set of VCS specific principles but advice from our commissioning team is that the ones in the annual plan should be used. Again I would welcome any thoughts or comments on these.
Listed below are council projects / programmes where there is a potential for commissioned activity. The exact figures on some of the programmes is not yet confirmed but I have included them to give you an indication of the type of tenders that will be advertised in the next few months. The final amounts will be confirmed when the advert is placed on Yortender.
Infrastructure – governance /bidding /business support/volunteering (£100k joint with CCG)
Health and wellbeing – four areas of focus (£400k – approach to funding to be agreed at August Health and Wellbeing Board)
Housing related support – thematic lots (value to be confirmed)
Healthwatch – (£122k)
Troubled families – (possible for some commissioned activity – details to be confirmed)
