The Health and Wellbeing Board in North East Lincolnshire is keen to bring about improved community wellbeing through community based and led activities. The Board is keen to see transformative approaches to building resilience and supporting independent living across the life span. It has a small pot of non-recurrent funding available to award grants to projects that will make the biggest impact against the priorities of the Health and Wellbeing strategy.
The approach in North East Lincolnshire complements the strategic objectives of the Big Lottery Fund.

Funding Available
The total amount of funding available from the Health and Wellbeing Board is £309,233. We are again working with the Big Lottery Fund , which has notionally allocated £300, 000 for dedicated NEL activity. These two funds in conjunction with each other provide a unique opportunity to deliver benefit to the population of NEL. There will be a single call for funding for projects that meet a joint set of outcomes and criteria as outlined below.
What the funding can be used for?
The money is available for community led projects that encourage individuals and groups to take on greater responsibility for their own health and wellbeing. It is for activities which add value to or complement projects, initiatives or services that are delivering demonstrable improvements in health and wellbeing locally. The money can not be used to support existing service delivery.
Outcome area 1: All people in NEL live in strong, sustainable communities
We are seeking projects which support and enable local communities which are based on:
- Enabling people to take the lead (through clear and localised engagement activities which take an asset based approach and target priority wards)
- Happier and stronger relationships / shared and sustainable spaces (in particular tackling loneliness and isolation)
Outcome area 2: All people in NEL enjoy good health & wellbeing – Taking Early Action
We are looking for examples of innovation in relation to health and wellbeing. This may mean adopting proven good practice, or trying out new approaches to locally identified issues. In particular, we are looking to support proposals that are focussed on the main areas of the Health and Wellbeing Strategy:
- Securing the future for children and young people through building resilience, prevention and early help
- Keeping people well, positively influence lifestyles and behaviours which will support healthier lives
- Maintaining and enhancing Independence of vulnerable groups
- Improving access for the most vulnerable to high quality and integrated and equitable services
General conditions
We cannot fund:-
- On-going revenue commitments
- Top-up funding for existing/continuing work
- Projects outside of North East Lincolnshire
- Projects that cannot demonstrate that the necessary permissions will be achieved within the appropriate timescales
Who can apply?
The money is available to groups / organisations working within North East Lincolnshire with a turnover of less than £2million per annum. Projects operating outside Grimsby but within the borough of NEL will be prioritised. Groups must be properly constituted voluntary, community or neighbourhood based organisations.
How much can each organisation/group bid for?
Any group/ organisation may apply for a single award up to a maximum of £100,000.
Assessment Process and Criteria –
There will be a twin track approach following the expression of interest. Projects funded through the earmarked reserve funding will be assessed by a panel agreed by the Health and Wellbeing Board. Projects more suited to lottery funding will be required to complete the full lottery application.
Applications will be assessed on the basis of:-
- Eligibility of the organisation/ group to apply for this funding
- Eligibility of the project/ activities in line with what we have said we will fund and the impact on the Health and Wellbeing of beneficiaries
- Demonstration of the impact of the project, its scale and its potential for being replicated
- The applicant organisations will be responsible for the project management and delivery of successful schemes, Consequently the panel will be looking for applications that demonstrate evidence and clarity of both planning and delivery of projects.
- Systems for collecting, monitoring and assessing the impacts of the project and for reporting and sharing this information (effective performance management)
- Sustainability – what the longer term legacy of this project will be and if there are future revenue implications and, where appropriate, partner sponsorship.
- Where projects involve working with vulnerable members of society, such as children, young people or vulnerable adults, we will also consider what measures you have in place to safeguard their wellbeing.
Payments
Payment arrangements will be agreed in advance, but all spend must be properly evidenced.
Monitoring of Projects
Before the project starts, the applicant will sign an agreement which sets out the obligations on the two parties. This is important as the way in which the money is used will be subject to inspection and audit and your monitoring plans will help us ensure that your project is progressing along the right tracks. An account of all monies spent must be provided within 30 days of completion of the project. If money is not spent as agreed in the project submission, then the panel will recover any monies in accordance with the agreement.
Application Process and Timescales
As this funding programme is operating in conjunction with the Big Lottery Fund, some projects will be asked to complete a BLF application form. This in no way affects the funding decisions made; it is simply a governance requirement.
All bids need to be submitted by close of play on Monday 31st October 2016. The panel will sit during the week of 21st November and bidders will be notified of the panel’s decision by 9th December. For approved projects under the local Health and Wellbeing grant the eligible date from which spending can be incurred will therefore be 9th December 2016. Applicants will be advised of the eligible start date if their bid is submitted and approved via the Big Lottery Fund.
The money will be available to spend on projects for a period of up to 36 months, the end date for eligible expenditure will be clearly shown in your offer of grant.
