TSP REGENERATION PARTNERSHIP

Economic Regeneration Group for the Vol Com sector

Regeneration - Better Together

The TSP aims to unite Third Sector Organisations across North East Lincolnshire. Working Groups tackle key themes related to children & young people, economic development, enterprise, regneration & the environment, health, older people, and safer, stronger communities. The Regeneration Working Group brings together organisations to address issues around economic activity and regeneration.

Moving on up, moving on out?

In light of the new DWP Work Programme approach, Centre for Cities has released a report reviewing this and trying to see whether geographical mobility for jobs is a factor.

The report in pdf format can be downloaded here. More information is here.

Not read it in detail myself so I’d be interested in hearing any feedback anyone has on it.

DWP Work Programme latest

The DWP Work Programme is a new approach to Welfare to Work for the UK (see previous posts).  The process is well underway to select the prime contractors and get the programme up and running.

Last Thursday (6 Jan) there was a briefing event in Leeds with the identified preferred bidding organisations.  Various information from that event is available below.

There are now 17 preferred supplier organisations (at least 1 of which will not be bidding for the North East Lincolnshire region).  Each of these organisations has to submit their completed tender in February 2011 ready to begin delivery to get the programme up and running by Summer 2011.

It appears that most of these preferred suppliers have now completed their Expression of Interest phase for finding partners/sub-contractors.  Of course you may decide it is appropriate to contact the suppliers direct anyway to ensure they are aware of your organisation.

Once the suppliers have been selected as prime contractors there will be two providers in our area, both delivering in a competitive environment.  Logically these prime suppliers will need to understand the local environment and local organisations to deliver effectively.  It may be appropriate at a later date for these prime to meet local organisations from our sector to establish local relationships.

In the meantime if you need to understand the programme more…

DWP Work Programme

The preferred suppliers for the Work Programme have been named by DWP (Department for Work and Pensions). In most regions there are approximately 15 suppliers – mostly large private sector companies apart from BTCV and Groundwork.

Here is a link to the list of suppliers. You will find names and telephone numbers on the list.
www.dwp.gov.uk/docs/erss-preferred-suppliers.pdf

It is suggested that you now make contact so that you can make a case for local voluntary organisations which wish to consider sub-contracting for delivery of parts of the Work Programme.

Keep in mind that the Merlin Standard should govern the relationship between prime contractors and sub-contractors. It is potentially a powerful code of conduct. You can find it at http://www.navca.org.uk/localvs/lcp/news/merlinstandard.htm

The Work Programme

  • DWP are currently tendering for the Framework Agreement for the Provision of Employment Related Support Services which A4e for bidding for in Y&H and hope to be able to tender for the first opportunity under the new framework:  The Work Programme.
  • The Work Programme is an integrated package of support providing personalised help for people who find themselves out of work based on need rather than benefit claimed.
  • It is a single, personalised welfare to work programme for all client groups, delivered through contracted out provision
  • The Government is aiming to have the Work Programme in place nationally by the summer of 2011.
  • Once the Work Programme is implemented it will supersede much of the complicated raft of national programmes currently on offer and these will be phased out
  • The Work Programme will give providers longer to work with individuals and greater freedom to decide the appropriate support for customers to support them into truly sustainable employment
  • It will offer significant new opportunities for contractors from the private and voluntary sectors to deliver flexible and personalised support, building appropriate partnerships to do so

A4e Work Programme Partnership Applications have been launched and we are currently seeking Work Programme Partners in Y&H – full details are at http://www.mya4e.com/4-Partners

To meet DWP timeframes we have application deadlines approaching for:

  • End to end partners by September 17th
  • Intervention partners by December 3rd

We are also holding Y&H Work Programme Partnership Events in:

  • Leeds – 5th October
  • Sheffield – 19th October

We believe that the Work Programme will offer A4e and our Partners a fantastic opportunity to deliver better and more innovative services to a greater number of people and hope you will be interested in joining the journey with us!
