The Regeneration Working Group brings together organisations to address issues around economic activity and regeneration.

PACES (Public Agency and Community Empowerment Strategies) is a new organisation (Apr 2010) setup to research around Big Society ideas.

I’ve only just found the website and found a new report just published (Dec 2011) entitled ‘The Big Society and Public Services: complementarity or erosion?’.

Might provide some interesting food for thought.

Localism Bill in Plain English

“A Plain English guide to the Localism Bill” was published on 17 Jan 2011 as the Localism Bill had its second reading in parliament.

Christmas message from Nick Hurd

As 2010 draws to an end, Minister for Civil Society Nick Hurd takes stock and sends a Christmas message to the charity sector

As we approach Christmas, I look back on a challenging but rewarding year. It is a real honour for me, as Minster for Civil Society, to work on behalf of a sector that has made such a deep impression on me these past few years, with its tireless commitment to helping others, and its practical, human approach to social problems.

We have a mighty task ahead of us, but it is great to see things starting to take shape, with organisations already in place to launch the first wave of the National Citizen pilots, good progress towards building the Big Society Bank and the Transition Fund open for applications, which will help organisations adapt to new opportunities and challenges.

The new Compact with the additional measures I have put in place to increase transparency and accountability is an improvement. Coming down the pipe is more detail on how we will make it easier for VCS organisations to compete for public services, and a Green Paper on ideas to stimulate more giving. Lord Hodgson’s taskforce will come to me in the New Year with specific ideas on cutting red tape.

I know this isn’t an easy time for social enterprises and community groups and that many charities will approach the New Year with some concern. The economic challenges facing the country are large and our commitment to tackling the deficit is as firm as it is necessary. But the Coalition Government has a social purpose at its heart and it is understood, right at the top of government, that you are central to it. Because whilst the message of the Big Society is new to many, you are there already, supporting people to take positive action, providing services that really work for the people who use them, and speaking up for those who would otherwise be voiceless.

I think 2011 can ultimately be a year of great opportunity for voluntary organisations and social enterprises and I will commit myself to clearing away every obstacle we can to your continued success.

Decentralisation and Localism Bill 2010-11

This bill was introduced on the 13th December 2010 to parliament.

Information about the bill on the Parliament website here.

Download the whole bill itself here (part 1, part 2).  There’s also an “essential guide” here.

Whilst there are many parts to this bill, the develution of power to communitites to take control of assets might be an good starting point to understanding the bill.  In particular there are a number of issues to question:

•    What do the relevant announcements in the Localism Bill related to assets mean?
•    what are the principles and purpose of community ownership
•    How will the ‘right to challenge’ for communities work in practice?
•    What structures and mechanisms are needed to facilitate community ownership?
•    How can local authorities best work with community bodies to ensure smooth transition?
•    How can unnecessary risk and barriers to community takeovers be removed?
•    How can we ensure transparency of local public information
•    How can asset transfer help to strengthen communities and alleviate poverty?

Modernising Commissioning consulation

The Office for Civil Society publishes green paper on commissioning but voluntary organisations only have until 5 January to give their responses to the paper that seeks views on public service contract bidding plans.

The paper can be downloaded hereNews article here. The consultation lasts until 5 Jan 2011.

The paper is entitled “Modernising Commissioning: Increasing the role of charities, social enterprises, mutuals and cooperatives in public service delivery”.
